Ghana is set to introduce a centralised technical review process for AI systems acquired by the public sector to strengthen oversight of government AI deployments. Under the framework, the Ministry of Communication, Digital Technology and Innovations will coordinate technical requirements, while the National Information Technology Agency (NITA) will lead the technical assessment of proposed AI systems.
The review will operate alongside existing public procurement laws and assess AI systems based on interoperability, data protection, cybersecurity, sustainability and local skills transfer. The framework is also intended to reduce vendor lock-in and strengthen Ghana’s control over critical digital infrastructure and data.
The initiative forms part of Ghana’s eight-pillar National AI Strategy, which targets AI adoption across sectors including finance, agriculture, education, health and communications. The government is also investing in AI infrastructure and digital skills, including an AI Compute Centre, upgrades to the National Data Centre and the One Million Coders Programme. A forthcoming 10-year National AI Delivery Framework will guide implementation of the strategy and engagement with technology partners.
